Rep. David Lozano Perez, president of the Urban Development
Commission, Housing and Spatial Planning of the Twentieth
Legislature, along with government authorities, will
attend the June 23 meeting of the Economic Development
Council with the intention of seeking solutions to the
old problem of providing legal certainty in land tenure
for those who purchased homes in San Felipe.
The legislative member of the PRI caucus explained
that at the request of the inhabitants of San Felipe
and the Economic Development Council, chaired by Rafael
Navarro, he summoned authorities and the Directorate
Corett Urban Development Mexicali together to solve
the problem that has exacerbated the slowdown in the
region's housing and development.
Lozano Perez said that for years people who bought
new homes in San Felipe within developments have lived
in uncertainty of land tenure.
"The developers have never met the people who
purchased the homes. At the request of these home owners,
I was invited to perform this function. Truly this is
an old problem of great importance, because it inhibits
the development of the port of San Felipe," he
said.
The peoples' representative indicated that because
of this conflict, it was unlikely that federal economic
resources would focus on this area. Solving the land
tenure issues would also invite other developers to
look toward San Felipe as a possible investment site.
"The goal is for the municipality of Mexicali,
through its Department of Urban Development, to provide
facilities for developers so they can carry out their
projects and be able to meet all the needs of the people
who feel affected," he said.
Lozano Perez added that within the technical committee
that seeks to solve the problem were Carlos Flores Vásquez,
the head of SIDU, and representatives of the College
of Notaries of Mexicali.
